Patna: Lok Sabha Speaker Om Birla on Saturday expressed deep concern over the declining dignity and decorum in legislative bodies, stressing that maintaining the sanctity of legislatures is a fundamental responsibility of every public representative.

He said frequent disruptions and disorderly conduct in legislative proceedings not only weaken democratic traditions but also adversely affect the public image of democratic institutions. Emphasising dialogue, reasoned debate and constructive engagement, Birla underlined that criticism in legislatures should be policy-oriented, fact-based and aimed at public welfare. He was delivering the inaugural address at the programme on ‘Empowered Legislators, Stronger Democracy’ on the occasion of the foundation day of the Bihar Legislative Assembly in Patna.

The Speaker observed that empowered legislators form the backbone of a strong democracy, noting that the strength of democratic institutions depends largely on the capacity, competence and integrity of elected representatives. Democratic institutions, he said, derive their effectiveness not merely from constitutional provisions but from the manner in which legislators discharge their responsibilities. By raising public issues, articulating citizens’ concerns and working towards their resolution through legislative processes, legislators play a crucial role in strengthening democracy. He added that true empowerment of legislators is rooted in ethical conduct, accountability and a deep understanding of public needs.

Highlighting the importance of constitutional awareness and procedural knowledge, Birla said legislators well-versed in parliamentary procedures are better equipped to ensure transparency and accountability in governance. He described legislators as a vital link between public expectations and government policies and said informed participation in debates, discussions and committee work improves the quality of governance. Public trust, he noted, is the most valuable asset of democracy and must be safeguarded through principled conduct both inside and outside the House.

The Speaker also called for greater attention to issues affecting rural and remote areas, which often remain underrepresented, and stressed the need for policies that respond effectively to the aspirations of women and youth. Describing women and youth as key stakeholders in national development, he said inclusive growth depends on addressing their concerns through appropriate legislation.

Birla inaugurated the National e-Vidhan Application (NeVA) Digital House in the Bihar Legislature, describing it as a major step towards transparency and efficiency. He said digitalisation enhances access to records, strengthens research capabilities and reduces dependence on paper, and urged legislators to make effective use of digital tools.
