India unveils ‘PM GatiShakti-Offshore’ platform to drive Blue Economy & sustainable maritime growth

New Delhi: The Department for Promotion of Industry and Internal Trade (DPIIT), under the Ministry of Commerce and Industry, on Monday launched the ‘PM GatiShakti-Offshore’, marking a major step in India’s digital and maritime infrastructure strategy. The launch, held in New Delhi to commemorate four years of the PM GatiShakti National Master Plan (NMP), was chaired by Union Minister of Commerce and Industry Piyush Goyal.
The PM GatiShakti-Offshore platform is a first-of-its-kind digital interface designed to support integrated planning, monitoring and management of offshore projects. Developed as part of the government’s flagship PM GatiShakti initiative, the platform consolidates critical geospatial datasets from multiple ministries and departments to enable data-driven decision-making for projects such as offshore wind farms, marine resource exploration, subsea cable routes and coastal infrastructure.
Aiming to strengthen India’s ‘Blue Economy’ and drive the country’s transition toward green and sustainable coastal growth, the platform follows a ‘whole-of-government’ approach, bringing together data from key ministries including new and renewable energy, environment, forest & climate change, petroleum and natural gas, ports, shipping & waterways, mines, fisheries, power & telecommunications.
The unified portal hosts an extensive repository of geospatial data organized under key domains such as energy & resources, environment & ecology, infrastructure & logistics, and oceanic & hazard data. These datasets include insights on offshore renewable energy potential — covering wind, solar, tidal and ocean thermal resources — as well as details on oil and gas fields, pipelines, sedimentary basins, coral reefs, mangroves, marine biodiversity zones and oceanographic indicators.
For planners and investors, the tool offers a centralised and verified data repository, improving project transparency, reducing risks, and enhancing environmental compliance. It enables users to visualize potential overlaps in offshore infrastructure, identify regulatory constraints early in the planning process, and optimize resource allocation with environmental safeguards.
Illustrating its utility, officials highlighted how the platform can guide complex initiatives such as high voltage direct current (HVDC) subsea power transmission links between the Indian mainland and the Andaman and Nicobar Islands. By combining bathymetric, ecological and infrastructural data layers, planners can identify feasible routes that minimize environmental impact and avoid conflicts with existing exploration or telecom corridors.
With PM GatiShakti-Offshore, India takes a significant stride in leveraging geospatial intelligence for strategic offshore infrastructure development, reinforcing its commitment to sustainable maritime growth and advancing the national vision of Viksit Bharat 2047.
