New Delhi: In a reaffirmation of its mark in global aviation, India has been re-elected to Part II of the Council of the International Civil Aviation Organization (ICAO) during the 42nd ICAO Assembly Session held in Montreal, Canada on September 27.
Part II of the ICAO Council comprises countries that make the largest contributions to international civil air navigation services. India’s successful re-election, with a higher vote count compared to the 2022 elections, highlights the growing trust of the international community in the country’s commitment to global aviation safety, security and sustainability.
A founding member of ICAO since 1944, India has maintained an uninterrupted presence on the ICAO Council for over 81 years. This enduring representation reflects India’s active and sustained participation in shaping international civil aviation policy, contributing to the development of robust regulatory frameworks, and supporting ICAO’s mission to promote safe, secure, and environmentally responsible aviation.

In the lead-up to the elections, India undertook a well-coordinated diplomatic and strategic engagement. On September 2 this year, the ministry of civil aviation hosted a high-level reception in New Delhi for Ambassadors and High Commissioners, where civil aviation minister Rammohan Naidu formally sought the support of member states for India’s candidature for the 2025-2028 term.
This outreach was reinforced by the Ministry of External Affairs (MEA), which engaged extensively with foreign counterparts to build consensus and reaffirm India’s commitment to ICAO’s core objectives. Simultaneously, the Representative of India (ROI) at the ICAO headquarters in Montreal actively canvassed support among member nations, contributing significantly to the successful re-election campaign.
As one of the world’s fastest-growing aviation markets, India continues to attract international interest in sectors such as aircraft component manufacturing, maintenance-repair-overhaul (MRO), and aviation skill development. India’s growing prominence in the aviation sector reinforces its potential to serve as a global hub for innovation, sustainability and capacity-building in civil aviation.
India’s re-election to the ICAO Council for the 2025-2028 term comes at a crucial time for the global aviation industry. It underscores the country’s commitment to enhancing international aviation safety, promoting secure and efficient air travel, supporting sustainable practices, and advocating for gender-inclusive and harmonised aviation regulations.
