
New Delhi: In a move aimed at boosting consumer transparency and promoting domestic manufacturing, the Department of Consumer Affairs has released the Draft Legal Metrology (Packaged Commodities) (Second) Amendment Rules, 2025, proposing to make it mandatory for e-commerce platforms to offer searchable and sortable filters based on the ‘Country of Origin’ for packaged goods sold online.
The proposal seeks to empower consumers to make informed buying decisions by allowing them to easily identify the origin of products while shopping online. Once implemented, platforms will be required to enable users to search and sort listings by country of origin, a step expected to significantly enhance transparency in digital marketplaces.
The amendment inserts a new provision under Rule 6(10) of the Legal Metrology (Packaged Commodities) Rules, 2011, which reads: “Every e-commerce entity selling imported products shall provide a searchable and sortable filter for the country of origin with their product listings.”
Officials said the move supports the government’s ‘Atmanirbhar Bharat’ and ‘Vocal for Local’ initiatives by ensuring greater visibility for ‘Made in India’ products and providing a level playing field for domestic manufacturers. It will also help regulators monitor compliance and verify product information more efficiently, without the need for manual checks of each listing.
The draft rules have been opened for public consultation, and stakeholders can submit comments until November 22, 2025, via email to dirwm-ca@nic.in, ashutosh.agarwal13@nic.in, or mk.naik72@gov.in. The draft notification is available on the Department of Consumer Affairs website.
