New Delhi: Prime Minister Narendra Modi on Saturday (May 23) linked India’s employment drive to the country’s expanding global economic influence and growing technological ambitions, as he distributed over 51,000 appointment letters to newly recruited government employees during the 19th edition of the Rozgar Mela.

Addressing candidates selected across sectors such as railways, banking, defence, health and education, Modi said India’s youth are emerging as key drivers of the nation’s march towards becoming a Viksit Bharat, underscoring their role in powering economic growth and innovation. The PM also asserted that the world was increasingly eager to partner with India because of its young demographic strength and rapid technological progress.

Referring to his recent diplomatic tour covering the Netherlands, Sweden, Norway, the UAE and Italy, Modi said global corporations and governments were looking at India as a critical growth engine for the next quarter century. The government sees these international collaborations as central to employment generation and industrial expansion, he added.

Modi highlighted agreements and discussions covering semiconductors, AI, green technology, maritime infrastructure, defence production and critical minerals, and stressed that every investment partnership would translate into jobs and global exposure for the Indian youth.

He cited the ASML-Tata Electronics agreement as an example of India emerging as a trusted semiconductor manufacturing destination, claiming the partnership alone would generate thousands of jobs. He also pointed to technology collaborations with Sweden and the UAE in AI and supercomputing as indicators of India’s transition into a high-value innovation economy.

Jobs Through Investment

Positioning employment generation at the centre of his government’s economic strategy, Modi said India’s investments across infrastructure, manufacturing and clean energy sectors were creating millions of opportunities for young people. He identified green hydrogen, sustainable manufacturing, clean energy and critical minerals as industries that would shape the future global economy, adding that partnerships with European and Gulf nations were helping India build long-term industrial capacity.

The PM said India’s semiconductor ecosystem was rapidly expanding, with 10 major semiconductor units expected to establish a global presence in the coming years. Alongside electronics manufacturing, he stressed that the production linked incentive (PLI) scheme had significantly accelerated domestic production and strengthened India’s electronics value chain.

Modi also underlined the emergence of shipbuilding, ship-repair and aviation maintenance as major employment sectors, supported by investments worth nearly ₹75,000 crore.

The PM’s speech repeatedly connected economic growth with infrastructure expansion. Modi said large-scale investments in highways, railways, airports, logistics and digital networks had transformed rural and semi-urban India, opening new opportunities for farmers, traders and students. He argued that improved connectivity and basic amenities, including housing, electricity, sanitation and tap water, had widened economic participation and increased employment generation beyond metropolitan centres.

Youth & Governance

The Prime Minister also used the occasion to frame public service as a form of national responsibility. Addressing the newly appointed employees directly, he said government institutions depended on empathy, efficiency and accountability, urging recruits to view their positions as instruments for improving citizens’ lives.

Modi emphasised that India’s youth today had access to opportunities unprecedented in the country’s history, spanning startups, manufacturing, digital services, defence and space technology. He noted that India had emerged as the world’s third-largest startup ecosystem with more than 2.3 lakh recognised startups, with increasing participation from Tier-2 and Tier-3 cities. He also highlighted the growing role of women entrepreneurs supported through schemes such as Mudra Yojana and PM SVANidhi.

Calling for continuous learning and technological adaptation, Modi encouraged the recruits to use platforms such as iGOT Karmayogi and Karmayogi Prarambh to strengthen their professional capabilities. Ending his address with a broader political and economic message, the Prime Minister said the energy and ambition of India’s youth would ultimately determine whether the country achieves its goal of becoming a Viksit Bharat by 2047.
